"Capt WIGGINS is the Capt LO at Bde HQ. When this HQ moved from ATHENS on Jan 45 this officer took over duties as Town Major, THEBES, and subsequently KHALKIS. During this period, he gave great assistance to the local authorities in restoring the towns' essential services. In particular, he was instrumental in getting the market started again so that some food would be available for the inhabitants until JRC supplies could be renewed. This period lasted until 19 Feb.
This HQ then moved to TRIKALA. Capt WIGGINS carried out there similar duties as regards the Town's services. When the JRC supplies were renewed this Officer then took over liaison duties with the local distribution Committees and UNRA reps to TRIKALA and LARISSA to ensure that the distribution worked as smoothly as possible and to give any assistance possible from military resources. As a result of information obtained from missions sent out, he was instrumental in obtaining essential requirements to enable agriculture to be started again.
This officer's energy and enthusiasm did much to ensure the smooth working of these projects during the difficult, early stages."
