Medal for Merit

The Medal for Merit is a civilian order and was instituted in 1942 by President Roosevelt to reward those with exceptionally meritorious service or courageous acts in the furtherance of the war effort.
The badge depicts an eagle with outspread wings on a blue circle around 13 white stars.
