"For exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Aircraft, Central Pacific Force, in action against Japanese-held islands in the Central and West Pacific Areas. Determined and skillful in developing a mighty air armada, Vice Admiral Hoover organized the area of his command for most effective support of future fleet operations and led his powerful land-based strike group deep into hostile territory, bombing and strafing the enemy's formidable defenses in daring offensive operations which materially softened objectives for the amphibious attack forces advancing under cover of his search and reconnaissance planes. Administering the Forward Area, Central Pacific, with foresighted aggressiveness, Vice Admiral Hoover held tenaciously to the undeviating objective of extending United States control westward and stoutly supported the incursion of our fleet with every means at his disposal. His splendid initiative, brilliant leadership and indomitable fighting spirit throughout the sustained drive toward the conquest of important Japanese strongholds in the Central Pacific Area reflect the highest credit upon Vice Admiral Hoover, his gallant command and the United States Naval Service."

"For exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Forward Area, Central Pacific, from May 1944 to June 1945, and as Commander Marianas Area, from June through July 1945. Charged with the organization and command of unimproved forward islands, Vice Admiral Hoover worked tirelessly and with resourceful initiative in developing an area which rapidly expanded from a few locations in the Marshalls and Gilberts until it included islands in the Western Carolines, the Marianas and Iwo Jima and was designated on 1 June as the Marianas Area. Undaunted by either the complexities of his urgent assignment or the great distances between the various activities, he resolutely carried out established policies of base development on all islands under his control, supervised the construction of new installations and efficiently maintained those already established, including airfields and, in addition, obtained and distributed vital materials and directed the allocation of naval personnel in the area. His outstanding professional ability, decisive judgment and determined perseverance in the administration of this vast command were important factors in the success of our sustained advance toward the defeat of the Japanese Empire and his dynamic leadership throughout the prolonged period of intensive operations reflects the highest credit upon Vice Admiral Hoover, his gallant forces and the United States Naval Service."
