Capt. Romberger was born in Elizabethville, Pa.
He attended Bucknell University.
He joined the Navy in 1936 and was trained as an aviator.
He served in the Pacific during World War II, as an aviation ordnance research and development officer in the late 1940s and on carriers during the Korean War.
After he retired, he was a long-range military planner for a firm that merged with General Precision.
His honors included a Navy Cross, two Distinguished Flying Crosses, a Bronze Star and four Air Medals.
He was a member of three pilot organizations, the Royal Order of the Caribao, the Early and Pioneer Naval Aviators Association (The Golden Eagles) and the Tailhook Association. He belonged to St. Paul's Lutheran Church in Washington.
He lived in Bethesda and died of congestive heart failure April 16 2001 at Bethesda Naval Hospital.

TORPEDO SQUADRON SEVENTEEN was re-formed 18 April 1944 at NAS Alameda, California. Lieut. Comdr. William Melvin Romberger, 36 S. 11th Street, Sunbury, Pennsylvania served as commanding officer through training and combat.

The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander William Melvin Romberger (NSN: 0-78912), United States Navy, for extraordinary heroism in operations against the enemy while serving as Pilot of a carrier-based Navy Torpedo Plane and Flight Leader in Torpedo Squadron SEVENTEEN (VT-17), attached to the U.S.S. HORNET (CV-12), in an attack against major units of the enemy fleet concentrated in the Kure Bay Area of Honshu, Japan, on 19 March 1945. Skillfully leading his flight to the target area and deploying an attack in the face of extremely intense anti-aircraft fire, Lieutenant Commander Romberger scored a direct bomb hit on an enemy destroyer. His inspiring leadership contributed materially to the success of the attack which caused damage to an enemy battleship, cruiser, aircraft carriers, destroyers and other vessels. His courage and devotion to duty were at all times in keeping with the highest traditions of the United States Naval Service.
