Lt. Col. LAMBERT, as Second in Command SHAEF Mission to LUXEMBOURG and Headquarters Luxembourg Civil Affairs, Twelfth Army Group, and Senior Finance Officer rendered outstanding and invaluable services to the Allied forces during military operations for the liberation of North West Europe. He was largely responsible, as Financial Adviser to the Luxembourg Government, for the successful currency exchange operation carried out by the Luxembourg Government after liberation; and by his constant energy, tact and devotion to duty, he assured the success of the Mission and friendly co-operation of the Luxembourg people in the common cause."
