"As Inspector General and Director of the Services des Controles Techniques, he has rendered outstanding services to the Allied Cause. The initial long term planning in ALGIERS, the selection of key personnel, and the overall policy of censorship were enirely his responsability. After his arrival in PARIS on 1st September, 1944, his keenness, drive and personal attention to the multifarious details necessary to the establishment of an adequate censorship organization in the whole of FRANCE in the shortest possible time was of the highest value to the security programme of the Supreme Commander. In all his relations with the Chief, Allied Censorship Group (FRANCE) as well as with Censorship Sub-division, G-8 Division, Supreme Headquarters, ARP, he has shown a willingness to co-operate to the fullest extent, he has welcomed suggestions and advice, and at no time has he interposed any obstacle to the fulfillment of the requirements of the Supreme Commander. Without his dynamic personality, it is certain that few of the results achieved both as regards maintaining security and furnishing information would have been possible."
