"During the operations which led to the liberation of the Netherlands, Major Cooper carried out all his duties as Assistant Provost Marshall 2 Canadian Corps with outstanding ability and energy. By his accurate anticipation of difficulties, careful forward planning and constant supervision and coordination of the work of the Provost companies within the Corps he contributed directly to the speed of the advance and the successes achieved."
