"This officer, now the Regional Director of the Services des Controles Techniques for the STRASBOURG Region, was one of the early arrivals, In August 1944 at BAYEUX, and from the first showed the highest qualities of initiative and drive in the establishment of efficient censorship stations. He was first responsible for the setting up of the CHERBOURG station to deal with international mail to and from U.S. and U.K.; he ws later sent to LILLE to organise a similar Station to deal with mail to and from BELGIUM, and eventually transferred to STRASBOURG to organise Censorship Stations in ALSACE-LORRAINE, the most difficult of all the French Regions since that whole area had for four years been annexed by GERMANY and completely stransformed into a German province.
In each of the three positions cited, he achived outstanding results in an extraordinary short space of time. His selection of recruits was admirable, his personal enthusiasm and keenness formed them into a well-knit and balanced team, so that all censorship requirements were in every case met as soon as Supreme Headquarters was prepared to authorize resumption of communications. His role has throughout been that of the exceptional officer who is sent on difficult missions, because he can be relied upon to achieve the desired results in the face of all and any difficulty."
