"This able officer, now Regional Director of the Services des Controles Techniques for the PARIS Region, was one of the two French Officers who landed near BAYEUX on 8th August 1944 as the nucleus of the future organisation for Northern FRANCE.
In the difficult early days, when his immediate superior, Commandant GREFFET, had to return to London and communications were much delayed, the full brunt of the responsability for action and organisation fell on him. It was without the slightest hesitation that he agreed to accompany the Chief, Allied Censorship Group (FRANCE) to PARIS on 26th August 1944, and it was due to his invaluable assistance with the French authorities - in conjunction with parallel action taken with the skeleton Allied authorities in PARIS at that time - that the Headquarters building now in occupation was earmarked, and eventually secured for joint censorship use.
Appointed in early September 1944 to his present position, it was due to his resourcefulness, initiative and drive that suitable premises, adequate numbers of censors, and a skilful distribution of personnel at key points was realised quickly, so that the extremely complex handling of mails by the French Post Office in this large city was adequately supervised and tthe possibility of mails escaping without censorship avoided.
His organisation for the city is flexible yet interlocked, and all calls for special censorhip measures have invariably been met - even at a moment's notice - with prompt and efficient action."
