Vice Admiral Meurer joined the Imperial German Navy in 1881. He trained on the Niobe and served on various ships, rising through the ranks. He participated in Germany’s acquisition of Tsingtau and Kiautschou in China (1897), and later served in the Boxer Rebellion (1900–01).
He commanded the cruiser Lübeck, the Navy’s first turbine-powered ship, and later led the training ship Stein on international voyages. Promoted to Kapitän zur See, he held senior roles in naval education and artillery.
Placed in reserve as Konteradmiral in 1911, he continued service inspecting merchant fleet readiness. After WWI, he was honorarily promoted to Vizeadmiral in 1919.
