"For distinguishing himself by heroism and extraordinary achievement while participating in an aerial flight in operations against the enemy on 16 January 1945. As pilot of a carrier based fighter plane he successfully completed a dangerous and difficult photographic mission over enemy territory. In the face of intense enemy shore and ship based anti-aircraft fire, he made repeated runs, at extremely low altitudes, over enemy shipping and harbor facilities. The photographs he obtained were of great value in subsequent operations against the enemy. After completing his photographic mission, he attacked an enemy cargo ship, dropping a five hundred pound bomb thereby causing damage to the enemy vessel. His courage and skill were inspiring and at all times in keeping with the highest traditions of the United States Naval Service."
