The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Lieutenant General Edmund F. As Commander, New Guinea Force, Lieutenant General Herring displayed extraordinary courage, marked efficiency and precise execution of operations during the Papuan Campaign.
