"For exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Communications Officer on the Staff of an Amphibious Group Commander during the assault on Guadalcanal in August 1942; the assault on Bougainville in November 1943; the seizure of Emirau in March 1944; the re-capture of Guam in July 1944; the assault on Okinawa and Ie Shima in April 1945; and the seizure of Iheya and Aguni Shima in June 1945. Combining a high order of professional skill with tireless initiative and unremitting devotion to duty, Commander Billett achieved outstanding success in communications planning, training and operations. His tireless and cheerful application of duty through protracted and arduous periods of difficult and dangerous operations served as an inspiration to those around him, and his conduct while under enemy attack was exemplary. His entire service during the period covered by this citation was in keeping with the highest traditions of the United States Naval Service. (Commander Billett is authorized to wear the Combat "V".)
