"The Distinguished Flying Cross is awarded to Evan E. Williams, Captain, Air Corps, 86th Fighter Group by direction of the President, under the provisions of Army Regulation 600-45 as amended, and pursuant to authority vested in me by the Commanding General, Mediterranean Theater of Operations. Citation For extraordinary achievement while participating in aerial flight as a pilot of an A-36 type aircraft. On 22 January 1944, in an attack upon enemy communication lines near Anzio, Italy. Displaying great courage and superior flying ability as he skillfully maneuvered through intense anti-aircraft fire upon the approach to the target, Captain Williams' precision-directed run over the objective enabled the A-36's to score direct hits establishing two effective road blocks on vital highways. Although his aircraft was heavily damaged by enemy fire, Captain Williams reformed his flight and led repeated strafing attacks along the highways, destroying or damaging more than twenty motor vehicles and several gun positions. On eighty combat missions his outstanding proficiency and steadfast devotion to duty have reflected great credit upon himself and the Armed Forces of the United States."
