Recommendation:
"Successfully accomplished an outstanding Army support mission over the area between Ferrara and Valli di Commacchio and South including the main highway between Ferrara and Argenta. Over this very heavily defended area Lieutenant Ruff obtained a solid block of coverage by flying a series of six overlaping strips using a combination of 12 inch and 24 inch cameras, thus saving an extra mission and expediting the delivery of the photographs of this high priority mission to Army where they were egently needed.
In the successful completion of this mission, in spite of intense accurate heavy flak, Lieutenant Ruff has reached a new high in relation to all his other outstanding missions.
Since his assignment to this Squadron his flying ability, his appreciation of his professional responsibilities and his judgment have been of the highest order making him a fine example for his comrades and reflect great credit upon himself and the Armed Forces of the United States."

APO 650, Twelfth Photographic Reconnaissance Squadron (14 December 1944).
Awarded for action on October 20th, 1944.
