Abraham Kaper joined the Amsterdam Police in 1913 and rose to the rank of detective. From 1933, he was a detective sergeant in the Vice Squad. In February 1941, he joined the NSB (Dutch National Socialist Movement) and from 1942 onwards, he was assigned to the Bureau of Jewish Affairs in Amsterdam. This bureau was primarily concerned with arresting and interrogating Jews in hiding. Kaper assisted in the arrest of more than 15,000 Jews. He was extremely abusive and harsh, even towards children. He interrogated prisoners in icy water, earning him the nickname "Lifeguard."
After Mad Tuesday, Kaper and ten of his men were seconded to Groningen. His team's task was to strengthen Lehnhoff's report. Thanks to their investigative techniques and unfamiliar faces, the newcomers were able to make many arrests. Kaper had a past as a religious teacher and elder. Besides abuse, he also used spiritual terror. He shouted Bible verses at his victims, such as "your father chastises you out of love." Together with Sleijfer, he nearly drowned many prisoners in icy water.

On October 11, 1948, the death penalty was demanded against Kaper. It was imposed. The appeal to the Supreme Court was rejected on March 31, 1949. Queen Juliana refused to sign the request for clemency.
His grave is owned by the Dutch State and has never been cleared.
