"Colonel RATHBONE has been Colonel GS for the Investigation and Control of Manpower in G-3 (Org) AFHQ since March 144. This is an independent appointment and the fact that such good results have been achieved is due to Colonel Rathbone's keenness and imagination. He has invariably applied himself to his ask with zeal, tact and patience; he has done an immense amount of hard and detailed work in the office and has also done much travelling. He has been responsible for the running of the Staff and Services Pool, a scheme by which great economies of manpower have been achieved, but which has meant a great deal of staff work. This officer has devoted his time and energy beyond the call of duty to a job that has been vital towards winning the war. It is no exaggeration to say that without Colonel Rathbone's high standard of work and duty the constant economies in Manpower, which were so essential, could not have been achieved."
