"Lt-Col HASZARD has commanded the 7th Canadian Medium Regiment since August 1945. During this period this officer has set by his untiring efforts and qualities of leadership, and example of a very high standard to all ranks of his Regiment. He has fought through D-Day when he landed as BMRA 3rd Canadian Infantry Division until the surrender of the German Armies in Northern Germany. He has been under bombing, shell and mortar fire both at the O.P. and in his gun positions and he has conducted himself at all times in a very gallant manner. In particular he and his Regiment were heavily shelled at GLEVE, LOUISENDORF, The HOCHWALD FOREST, South of the RHINE prior to the crossings, and at the approaches of EMDEN. In every case his coolness and leadership and complete disregard for his own personal safety was an example to all ranks under his command. By his outstanding behaviour he maintained high morale in the Regiment even during such adverse conditions. Formations, particularly 3rd Canadian Infantry Division, whom he supported speak highly of his work and cheerfulness under adverse conditions."
Officer of the Order of the British Empire (OBE)
