"Brigadier Joseph Arthur MacFarlane, while a member of the Canadian Army Overseas, distinguished himself by exceptionally meritorious conduct in the performance of outstanding services, from August 1941 to May 1945. As Consulting Surgeon to the Canadian Army, Brigadier MacFarlane rendered unusually superior service. Among the first to welcome the United States Army when they arrived in the United Kingdom, Brigadier MacFarlane has continually been highly cooperative. Particularly outstanding was his work in assisting United States Army personnel wounded at the time of the Dieppe raid. His sound professional advice influenced the establishment of surgical directives which directly benefited countless numbers of ick and wounded American soldiers."
