"For extraordinary heroism in connection with military operations against an armed enemy while serving as a member of the Special Operations Branch, Office of Strategic Services Detachment, European Theater of Operations, in action against enemy forces from 11 September 1944 to 20 November 1944, in enemy controlled territory. Major Olmstead was parachuted into Holland to establish a central headquarters for the purpose of organizing, arming and directing partisans. In addition to arranging for the procurement of arms and munitions, he instructed the members of the underground in the most efficient method of procuring and reporting intelligence information, instituted a courier system throughout his area, established numerous dropping grounds, and designated reception committees to facilitate the reception and distribution of supplies. Major Olmstead demonstrated courage and initiative in delivering valuable intelligence ad information concerning the disposition of enemy troops and installations to allied headquarters. His intrepid actions, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, his unit, and the United States Army."
