As a result of Lieutenant Andrews' initiative, planning, and personal work, sometimes under the most difficult conditions, one of the most productive sources of intelligence and sabotage, consisting of hundreds of well organized, daring, and well trained secret intelligence agents and saboteurs, was expanded and integrated into a working unit to bear more directly against the enemy in Europe, and made available to the United States Government's intelligence services.
