"For exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Photographic Research Section, Field Photographic Branch, Office of Strategic Services (main), European Theater of Operations, from 8 August 1944 to 8 May 1945. Chief Petty Officer Barnett handled all phases of producing and directing documentary motion picture reports of research experiments, contributing materially to their success by his photographic research. He also filmed and produced brilliant records of naval actions, achieving outstanding results without direct officer supervision. Chief Petty Officer Barnett's vision, devotion to duty, great technical skill and extraordinary resourcefulness reflect the highest credit upon himself and the armed forces of the United States."
