"Major Harry S. Wood performed outstanding services from October 1943 to January 1944, whilst observing American Coast Artillery practices and seacoast gunnery. With American officers he visited harbor defenses of the Panama Canal Department, Western and Eastern Defense Commands and Nova Scotia. Through his willingness to impact his wide knowledge of the technical and tactical aspects of radar and armament, he contributed materially to the improvement of current instructional methods in this relatively untried field. His tact and professional competence did much to cement amicable relations existing between Great Britain and the United States."
