"Since the beginning of 1940 Col. MAUNSELL has been responsible for all Security measures and especially for counter-espionage throughout the Middle East. It is due to his organising ability and untiring efforts that an almost complete measure of success has been attained in the neutralising of enemy espionage activities. That there has not been one single serious case of sabotage in the Middle East throughout the war is a further testimonial to the value of his work.

He has also contributed to a marked degree in other ways to the success of the various operations in the past three years. A very large measure of credit is due to Colonel MAUNSELL personally for these satisfactory results.

"Brigadier Raymond J. Maunsell, while a member of the British Army, distinguished himself by exceptionally meritorious conduct in the performance of outstanding services during the period February to June 1945. It was his responsibility to make policy for and supervise all intelligence investigations conducted by Allied governmental agencies in the area of Supreme Headquarters Allied Expeditionary Force, responsibility. Because of his tireless energy, great organising ability and rare diplomatic skill, he overcame apparently insuperable difficulties, established excellent working relations with participating agencies and ensured optimum results from the investigations made. Because of the qualities of his leadership, Brigadier Maunsell's organization demonstrated to a unique degree the wisdom and feasibility of two national staffs act as one."
