    Due to his devotion to duty, foresight, indefatigable energy and organizing ability, the branch of the Chief Engineer was enabled to give with speed and accuracy, to other branches of Army HQ assistance of a most valuable nature, having a direct bearing on plans and future operations.

    There is no doubt that through his guidance, leadership, sound planning and organization or resources, the technical staff under his control were inspired to do their utmost efficiently, to carry out many important tasks, they were called upon to do."
