The Napier War Memorial Hall opened on 14 July 1957. The stylish and innovative building, designed by local architect Guy Natusch, included a conference hall, restaurant and aquarium, along with a memorial bay containing a roll of honor with names of 300 former Napier Borough residents who had died during the Second World War.

The facility was rebuilt in 1995. On 30 September 1995 it was rededicated as the Napier War Memorial Conference Centre. A new World War I honor roll was added (the city's original honor roll had been destroyed in the 1931 earthquake); a number of names were added to the World War II roll of honor due to the area expansion of Napier City. Plaques were also installed to recognize service in post-World War II conflicts. The eternal flame, which had been extinguished a few years earlier, was rekindled.
