After the end of World War II, soldiers gradually returned to their home communities.
In 1953, 70 former prisoners of war founded a local association of the “Association of Returnees.”
In 1963, the association's 10th anniversary was to be celebrated in a special way, and it was decided to erect a memorial. The memorial was officially inaugurated on November 23, 1963.
