Jochem was born on 20 May 1896 in Breda and lived in Loosduinen in South Holland. Before the war, he worked as a teacher in the Dutch East Indies, including at the Lyceum in Bandung. He was on leave in the Netherlands when the Germans invaded. He was one of the 203 Indonesian leave-takers who were arrested by the Germans in 1940 as a reprisal. During World War II, Jochem was interned in Buchenwald (July 1940 - November 1941), Haaren, St. Michielsgestel and Vught.

Two days after the Japanese surrender on 15 August 1945, Soekarno and Mohammed Hatta declared Indonesia's independence. This marked the beginning of the chaotic Bersiap period, during which foreigners – Dutch, English, Chinese and Japanese – and groups of Dutch Indonesians declared enemies were victims of extreme violence. Jochem returned to the Dutch East Indies and enlisted in the KNIL. During his service, he attained the rank of major.

Jochem died in a traffic accident on 9 October 1946 in Batavia, at the age of 50. He was laid to rest at the Dutch military cemetery Menteng Pulo in Jakarta.
