"Mr. Michie was stationed at Santa Isabel as Consul. In the months of intensive preparation for the operation, he was engaged extensively in collecting the information which plans were based. He was responsible for much careful and thorough preparatory work. In the discussions which preceded the operation he displayed a keen mind and sound judgement.
Although he had been withdrawn from Santa Isabel prior to Postmaster, it was largely due to his cool handling of a difficult situation and t his foresight in the preparatory stages, that the operation was successful."
