Biography

Born 5 October 1905 at the Chigi Palace, Rome, Italy, Francis Howard was the son of Esme William Howard, 1st Baron Howard of Penrith, and Lady Isabella Giovanna Teresa Gioachina Howard (née Giustiniani-Bandini).

Educated at Downside School in Bath, Somerset, he went on to graduate with a BA from Trinity College, Cambridge in 1928. He began his professional career with J.P. Morgan & Co. in 1927 and qualified as a barrister at Lincoln’s Inn, Middle Temple, London in 1932.

Upon the death of his father, he succeeded to the title of 2nd Baron Howard of Penrith on 1 August 1939. That same year, he enlisted in the British Army as a private and served in an anti-aircraft battery of the Royal Artillery. He was later commissioned into the Royal Artillery and joined the Special Operations Executive (SOE) in January 1942, serving with the T (Belgian) Section and subsequently with the Small Scale Raiding Squadron, where he held the rank of captain.

On 13 September 1942, during Operation Aquatint in Normandy, he was wounded and taken prisoner. He was repatriated in 1943 and later settled at Dean Farm in Gloucestershire. He served as Deputy Lord Lieutenant of Gloucestershire.

On 1 July 1944, he married Ann Bazley (née Hotham), a widow, and together they had four sons.
