"For extraordinary heroism in the line of his profession as Commanding Officer of the U.S.S. S-44 (SS-155), on the FIRST War Patrol of that submarine during the period 12 May 1942 to 10 August 1942, in offensive action against enemy Japanese surface vessels in enemy controlled waters. During long submerged war patrols, Lieutenant Commander Moore, despite the mental and physical strain attendant upon such operations in enemy infested tropical waters, adeptly maneuvered his ship into firing position and delivered three successful attacks which resulted in the sinking of an enemy merchant vessel of 5,000 tons, another of 2,500 tons, and an enemy Japanese heavy cruiser. Although subjected to heavy depth charge attacks on each occasion, he brought his ship home safely. His courage and determined aggressiveness during these engagements were in keeping with the highest traditions of the United States Naval Service."
