Citation:
"On the 18th February, 1943, Vaandrig Fisscher was co-pilot in one of a formation of six aircraft which attacked Dilli in Timor. During the return flight the formation was repeadtedly attacked by enemy aircraft. In the initial attack this officer's aircraft sustained damage to its port engine and the pilot was killed. Vaandrig Fisscher then took over the controls and flew towards the attacker. Three times the enemy turned away but returning, he pressed home an attack at short range. Vaandrig Fisscher's aircraft sustained further and severe damage and becam almost uncontrollable. Nevertheless, this officer flew his crippled aircraft for 20 miles before being forced down on the sea. He and his flight mechanic escaped and while the latter prepared the dinghy, Fisscher went to the assistance of the 2 gunners who were trapped in their turrets. Although teh aircraft sank within 2 minutes this officer, aided by the flight mechanic succeeded in releasing the gunners. All were rescued from the dinghy 7 hours later. Vaandrig Fisscher displayed great courage, skill and determination in the handling of his aircraft and the part he played in the rescue of his air gunners was an outstanding example of unselfish conduct and disregards of personal danger."

Permission to wear the decoration was granted by Royal Decree No. 9, dated October 16th, 1943.
