"For conspicuous gallantry and intrepidity as Commanding Officer of Company C, First Battalion, Twenty-eighth Marines, FIFTH Marine Division, during action against enemy Japanese forces on Iwo Jima, Volcano Islands, 19 February 1945. Landing on the beach in one of the initial assault waves, Captain Roach braved intense mortar, artillery and machine-gun fire to lead his company in a daring frontal attack across the island and destroy numerous enemy fortifications and emplacements. Although severely wounded during this assault and unable to walk, he continued to direct the attack from his command post, refusing to be evacuated until ordered by the Battalion commander to retire for treatment later that afternoon. By his staunch leadership, courage, and fighting spirit, Captain Roach served as a inspiration to the men under his command and upheld the highest traditions of the United States Naval Service."
