"For heroic achievement in Germany, on 6 April, 1945, in connection with military operations against the enemy. As a volunteer member of a reconnaissance party, seeking suitable gun sites in enemy territory, Private Coulter moved forward, firing, in face of direct enemy small arms fire, assisting in wounding, killing and capturing an outnumbering enemy force. The action completed without regard for his own personal safety, enabled effective gun sites to be established, insuring needed protection for the building of a bridge. The courage, skill and devotion to duty displayed by Private Coulter reflect great credit upon himself and the Military Service."
