For action performed in the night of 9th on 10th February at the Sauer River near Echternach/canton of Echternach, Luxembourg.

Citation:
"For gallantry in action. On 10 February 1945, Lieutenant Hughes commanded a crew engaged in an attempt to carry a cable across the Sūre in the vicinity of Echternach. The cable was a vital link in the construction of a footbridge, which was the only means available to transport supplies and evacuate the wounded across the swollen river. Despite heavy enemy artillery and mortar fire, and with the realization that three previous attempts had failed, Lieutenant Hughes took personal charge of the crew and entered that boat to cross the river and complete the mission. The boat capsized in midstream. He made the supreme sacrifice in order that a vitally needed bridge could be constructed. His inspiring leadership, determined aggressiveness, and utter disregard for his own personal safety remain as a lasting inspiration to the officers and enlisted men of his organization and exemplify the highest traditions of the armed forces of the United States."
