Citation:
"For meritorious service in connection with military operations against an enemy of the United States as Aircraft Engineering Officer of the *** Air Transport Squadron (Mobile) from 27 March 1944 to 1 April 1945. Although handicapped by lack of equipment and scarcity of replacement parts and personnel Captain Stover's sound judgment, intensity of purpose, and devotion to duty resulted in an unusually high standard of aircraft maintenance under difficult operational conditions. He attained a high degree of efficiency in maintenance although the aircraft were engaged in intensive 'over the Hump' operations. The services of Captain Stover reflect great credit upon himself, the XX Bomber Command and the Army Air Forces."
