Awarded for his role in disarming Italian forces in the eastern Mediterranean following their capitulation in mid-1943. Despite being outnumbered by a factor of 8:1 at times he managed to complete his task despite the great difficulties involved and was at the same time able to prevent the occupation of Rhodes by the Allies.

As commander of an attack group south of Smolensk Oberst Kleemann was able to overcome numerous river obstacles (namely the Ssosh, the Iput and the Desna) while preempting all Soviet attempts to create a stable defense line in the process. Later on, during the encirclement battle of Kiev, he would contribute to the sealing off of the pocket in fighting near Lochwiza (10.09.1944).
