    "Lt-col J W Weir has served as Personal Assistant to the GOC in C First Cdn Army throughout the campaign in North West Europe.
    In this capacity he has had responsible and varied duties to perform. These he has discharged with exceptional ability, industry and efficiency.
    Lt-col Weir has shown unusual tact and diplomacy in his dealings with senior officers and his pleasant personality has been a great assest to his commander. His personal integrity is beyond question and he has safely been entrusted with matters of a highly secret character.
    In the organization and administration of the Tactical Headquarters of the Army wherever it has been established he has shown marked initiative and efficiency,
    his officer has contributed in an unusual degree to the general efficiency of HQ First Cdn Army."
