    "Lieut. Col. Rankin has been responsible for the planning and operation of the Signal services serving Supreme Headquarters AEF.

    His organizing ability and outstanding devotion to duty over a long period have enabled the vast quantity of operational and telephone traffic to be handled efficiently and with minimum delay.

    He has been largely responsible for organizing an integrated US/British Signal Centre which has worked smoothly and efficiently."

Rankin has been charged with planning and communications layout, which directly serves Supreme Headquarters, in all its details including the Signal centres and local telephone services which have been set up at the various locations of headquarters from Bushy Park to Versailles. These set-ups have been thoroughly and efficiently arranged.

    When it was found impracticable for a British or G.S. unit commander to be responsible for operating the system he had planned for Main Headquarters at Versailles. Through his experiences, energy and (***) attention to details he quickly evolved methods of manning and operating a mixed Signal Centre (British, U.S. and A.T.S.) which has stood the acid test of handling the operational traffic for Supreme Headquarters for the past three months without error or delay."
