"For gallantry in action as Commanding officer of a Transport during landing operations at Attu Island, Territory of Alaska, during World War II. Captain McGovern efficiently directed all landing operations in the Holtz Bay area. Once, when his ship was the target of an enemy torpedo, he adroitly maneuvered his ship out of danger. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service."
