"For meritorious service in connection with military operations against the German Army from 1 March 1944 to 8 May 1945. Lt. Col. Hills (then Major), during the several months, just proceeding the invasion of Europe, was greatly responsible for the successful building-up of fuel and lubricant supplies required by the U.S. invading Forces. Lt. Col. Hills, during the operation in France and particulary after the breakthrough by the 3rd U.S. Army which strained the U.S. line of communications, assisted in arranging for supplies of fuel in the U.S. which were carried by air to supply the U.S. Forces in the forward areas. Lt. Col. Hills was also largely responsible for the smooth flow of petroleum fuels and lubricants from civilian sources in the United Kingdom to their regular delivery points for transportation to the Allied Forces in Europe. Lt. Col. Hills devotion to duty and constant action to expedite the movements of petroleum products contributed largely to the successful supply of petroleum products to the Allied Forces in Europe.
