    "Brig JFA Lister has, as DA & QMC First Canadian Army since September 1944, been the principal administrative staff officer to the Army command during this period. As a result he has had most important duties connected with the administration of the Army in the field.
    First Canadian Army has throughout his tenure of office been operated over a very wide front and has been composed of troops of many allied forces. The problems of maintenance and administration which have arisen have as a result been many and varied. Brig. Lister has shown exceptional skill in dealing with them all. His planning ha been uniformly sound and in carrying out his plans he has shown great executive ability and powers of organization. He has by his efficiency, energy and devotion to duty contributed in a most important degree to the successful administration of First Canadian Army."

    "Brigadier Lister has been Deputy Adjutant and Quartermaster-General of First Canadian Army throughout its operations in the Netherlands and as such has been primarily responsible for all matters connected with the administration of the Army.
    At all times as a result of his anticipation of requirements and careful coordination of the work of the staff and services the armed forces have been efficiently maintained and operations have been able to proceed unimpeded by administrative difficulties.
    In addition to his normal exacting duties Brigadier Lister has assumed responsibilities in connection with the supply of essential commodities to the Netherlands and has made every effort to ensure that everything possible has been done to assist in the relief of the hard-pressed population.
    This officer has made a direct and important contribution to the liberation and rehabilitation of the Netherlands."
