Citation:
"For heroic achievement in action on 24 February 1945. During a heavy engagement with the enemy in a wooded area overlooking Saarbrucken, Germany, Private First Class Carlisle, a lineman, repeatedly left cover to service communication lines under observed enemy artilleryand mortar fire. On one occasion, when a line was broken by closely concentrated artillery fire, he crawled out of his oxhole and had started along the line to find the break when he was killed by the hostile fire. His courageous action in attempting to maintain vitally needed communications exemplifies the finest traditions of the Armed Forces of the United States."

Awarded posthumously.
