For exceptionally meritorious conduct in the performance of outstanding service as Commanding Officer, Student Training Brigade, from 1 July 1942 to 25 September 1943. Through initiative and foresight, he expertly organized the administrative arrangements of housing, messing, and supplying students. By his prompt and efficient planning and supervision, over 60,000 students were able to pursue their studies with small interference from administrative details. His ability to anticipate and provide for an ever increasing number of students permitted the expansion of the Infantry School from 6,400 students to 7,000 to proceed smoothly and expeditiously. From 26 May 1943 to 1 September 1943, Colonel Tupper performed additional duty as Commanding Officer, Army Specialized Training Program, Basic Training Center, Ford Benning, Georgia. He was responsible for the initial planning to receive, process, and train an eventual estimated 20,000 trainees. The soundness of his planning and his organizing ability is evidenced by the results obtained.
