Biography

Generalmajor Viktor Maltsev served as Colonel in the Red Army and was captured in November 1941. He was the commander of the air force section of the Russian Liberation Army (ROA) from 1944 to 1945. Maltsev was arrested by the U.S. Army in 1945 and handed over to the Soviets, who hanged him for high treason in 1946.
