"Flight Lieutenant Cook during his tour of operations has carried out his sorties in a courageous and skilful manner that has earned for him the admiration of all who know him. His aggressive spirit has resulted in many fine photographs that have given convincing proof of his determination to press home his attack at every opportunity and which have also shown his skill as a bomber pilot. He has attacked many heavily defended targets such as Bremen, Wilhelmshaven, Duisburg, Cologne, Mannheim and Turin. He has also carried out several difficult minelaying sorties. It is felt that his devotion to duty and courage during his tour of operations merits the award of the Distinguished Flying Cross."
