    "During the last 20 months Lt-Col. Graham has served on the 'Q' staff of BTE, first as DAQMG and since March 1941 s AQMG. For eight months of that period he was directly occupied with the administrative arrangements for the Western Desert Force.

    He has been closely involved in the immense expansion of camp accomodation in Egypt during this period and has had to deal with problems of accommodation and supply of a magnitude far in excess of the ordinary scope of a Command Headquarters. Throughout the whole period he has displayed conspicuous initiative and untiring energy and it has been largely due to his ability and devotion to duty that the conditions for troops both in the desert and in Egypt have been so greatly improved."
