"Lt. Col. R.G. Rees was appointed ADAWS on HQ British Army Staff on 1 October 1944, and at once tackled the considerable job of organising all British Military Welfare amenities in PARIS. This involved among other things the setting up of a complete Leave Hostel system coordinating the various voluntary bodies to assist in running the Hotels themselves, providing Clubs, Canterns, Sightseeing Tours, Sports Facilities, Information Bureaux, Theatres, etc. The zeal and efficiency with which he carried out his duties combined with his own personality won him the immediate cooperation of the U.S. authorities upon whom this HQ was largely dependant in Paris. This together with the admirable way in which he carried out his dealings with the French, is largely responsible for the success of Paris as a Leave Centre.
This officer has exhibited devotion to duty of a high order and his ceaseless efforts have been a source of great encouragement to all."

"For duty as Assistant Director, Army Welfare Services, British Army Staff, PARIS, for the period September 1944 to 8 May 1945. He worked diligently with the United States Army agencies in Building up a joint welfare program for all Allied service personnel. He also acted as British Army representative on the Paris Allied Welfare and Recreation Committee composed of representatives of the various nations. The cooperation and sincere interest shown by Lieutenant Colonel Rees together with his loyalty and devotion to the Allied cause reflect the highest credit upon himself and have materially assisted the United States Army in the accomplishment of its mission."
