Allan Ralph was a farmer by profession and unmarried when he enlisted in the army on March 23, 1943, in Regina. He served in the 1st Royal Winnipeg Rifles and was considered intelligent, quiet, and suitable for a non-commissioned officer role. During his training, he was briefly hospitalized and given a warning for a short absence without leave.

Owens served in France during the Second World War and was killed on June 8, 1944, by Waffen-SS soldiers.

His widow, Amy May Owens, received a war allowance of $220.02 and a supplementary allowance of $62.61.

His family consisted of his parents and four sisters, who worked in education, healthcare, and religious institutions. Owens had no children and had married only shortly before his death.
