The OBE was awarded for bravery at sea. His ship (unidentified) was part of a convoy from the United States when it was attacked and shelled by German submarines in the Atlantic, causing it to list. The official destination was Hull, but the ship couldn't make it there, and William set course for Glasgow, remaining on the bridge day and night until it reached Glasgow harbor.
